The Annual conference of the National Standardization Technical Sub-committee TC224/SC3-’Measurement of Light and Radiation’ Successfully held in 2023

On December 13, 2023, the annual conference of the National Standardization Technical Sub-committee TC224/SC3-Measurement of Light and Radiation (SAC/TC224/SC3, referred to as the "SC3") was held in Shenzhen, Guangdong Province, China. Professor Pan Jiangen, Vice Chairman of the SC3; Dr. Zhang Wei and Researcher Liu Hui;Wang Zhuo, Secretary General of the China Association of Lighting Industry; Dr. Huang Weidong from the Shenzhen Lighting and Display Engineering Industry Association(SLDA); as well as 38 members, including representatives of the Sub-Committee and authorized delegates, attended the meeting along with other relevant organizations and secretariat members.

The conference was chaired by Professor Pan Jiangen. Dr.Huang Weidong, Secretary General Wang Zhuo, and Researcher Liu Hui delivering speeches. They congratulated and expressed their support for the convening of the conference, affirming the work of the SC3. Representatives from committee introduced themselves, highlighting their individual contributions to light radiation measurement. The atmosphere of the meeting was harmonious.

Secretary-General Li Qian of the SC3 presented "The 2023 Annual Work Report of the SC3" which introduced the SC3's annual work progress, financial income and expenditure, participation in international standardization, and involvement in international comparisons of radiometric measurements. The members carefully deliberated the annual report and engaged in enthusiastic discussions, offering numerous constructive suggestions for further dissemination and application of the standards overseen by the SC3. The meeting unanimously approved the annual summary for 2023, the financial expenditure report, and the work plan for 2024.

This annual conference set up the light radiation measurement technology discussion link, presided over by Dr. Zhang Wei, secretary general of the National Lighting Standardization Technical Committee, vice chairman of the SC3. Liu hui, a researcher for "LED lighting application and development trend" report, Professor Shi Yan of China Jiliang University gave a report on "Progress Report of Optical Metrology Technology of China Jiliang University",.Dr. Chen Cong of Hangzhou EVERFINE Test and Calibration Technology Co., Ltd. delivered a report on "GB / T 42219- -2022 National Standard Publicity and Key Measurement Technology", Professor Zhang Baozhou of Beijing Normal University gave a report on "SiPM problems in the application of faint light detection". The participating committee members were highly interested in the technical report content, and had an in-depth discussion and ideal exchange.

The standard system and the review and discussion of the implementation standards were presided over by SE. Li Qian, the Secretary-General of the SC3. Committee members deliberated and unanimously agreed to maintain the current standard system, with all reviewed standards remaining effective. Subsequently, based on industry needs, more mature draft revisions of existing standards will be proposed to the SC3 after in-depth research within the current standard scope. During the discussion, Vice Chairman Pan Jiangen pointed out that the current standardization work is no longer limited to tracking and converting international standards, and the quantity and quality of original Chinese standards are gradually improving. We have the confidence and capability to develop more high-quality standards in the future to serve the industry. The secretariat of the SC3 will carry out standard revision work according to the relevant procedures of the national standardization committee.

Finally, the SC3 discussed proposed national standard projects, namely 'Effective Luminous Intensity Measurement Method for Flashlights' and 'Luminous Distribution Measurement for Light Sources and Luminaires.' Representatives of the development teams presented the background, necessity, key technical content, and work plans for these two proposals to the subcommittee. The meeting discussed and approved the project evaluations for both standards. Suggestions were made to modify the names of the main standard projects. The secretariat will further prepare for the standardization project matters.
Professor Pan Jiangan, Vice Chairman of the SC3, concluded the meeting. He stated that this offline meeting was substantial and highly effective. In the future, the SC3 will organize offline seminars as needed to provide a better platform for standardization-related promotion, training, and technical discussions. He also expressed heartfelt thanks to the committee members and industry representatives who have actively participated in and fully supported the work of the subcommittee over the years.
The 2023 SC3 Annual conference was held concurrently with the National Lighting Standardization Technical Committee (SAC/TC224) and its subcommittees, including the National Standardization Technical Sub-committee TC224/SC1- ‘Lamps and Related Auxiliaries’, National Standardization Technical Sub-committee TC224/SC4 - ‘Bases for Lighting annual meetings’. Members of the National Standardization Technical Sub-committee TC224/SC2 - ‘Luminaires’ leadership team also attended the TC224 annual meeting. Under the leadership of Director He Ye from TC 224, the industry achieved consensus on the coordinated development of standardization for lighting. Everyone is committed to promoting high-quality industrial development through in-depth research, formulation, and implementation of standards.
